In 2026, conducting business within the UAE will take place amongst some of the highest levels of regulation for both Security and Information Technology in the region. The Dubai SIRA guidelines, ADMCC standards, data protection laws, and facility Management procedures place identifiable obligations on businesses, and non-compliance has serious consequences that go far beyond just paperwork; they can result in fines or even stop-work restrictions and as well as incur regulatory exposure well in excess of the cost of compliance itself.
As such, the checklist of four areas that every UAE business must have to operate by 2026 is:
- Compliance with SIRA,
- Compliance with ADMCC,
- Compliance with Data Protection Laws,
- Compliance with AMC.
1.SIRA Compliance - Dubai
CCTV installations in Dubai are subject to regulation by the Security Industry Regulatory Agency (SIRA). Using a non-approved contractor to install a CCTV system or operating a system that has not been documented could expose your company to legal liabilities/compliance risk.
- CCTV Systems must be installed by a SIRA-approved contractor only
- CCTV recording media must retain footage for at least 30 days
- CCTV cameras must be installed in locations that meet SIRA placement standards
- All as-built drawings and maintenance records must be kept on file
2.ADMCC contractor
The CCTV installation regulations in the UAE require all systems to comply with the official ADMCC specifications. Any CCTV contractor must maintain complete documentation of the installation and present it whenever authorities request an inspection. In Abu Dhabi, CCTV systems can only be designed and installed by contractors who are certified by the Abu Dhabi Monitoring and Control Centre.
This certification ensures that the contractor meets the technical and security standards set by ADMCC. Contractors must also provide proof of their certification as part of compliance. These requirements help maintain uniform safety and monitoring standards across all CCTV installations in the emirate.
3.Data Protection
CCTV systems generate video and access control (e.g., proximity card) records, both of which are subject to UAE data protection regulations.
- CCTV footage and access control records must only be accessible to authorised employees.
- A documented data retention policy must be maintained and actively followed.
- Cloud storage must comply with UAE data residency laws.
4.AMC Requirements
Staying compliant does not happen after you have completed an installation; there is a continual obligation to remain compliant. The building and fire codes in the UAE require that the safety-critical ELV systems (fire alarms, CCTV, and access control) be inspected regularly, tested regularly, and appropriately documented. Failure to have a structured Annual Maintenance Contract (AMC) will result in even a fully compliant project becoming out of compliance over time.
- All ELV systems should be covered by a formal AMC (not just CCTV).
- Preventative maintenance visits for Fire Alarm and CCTV systems must be conducted quarterly as a minimum.
- Every visit must generate service records that are to be retained as part of the compliance file for the ELV systems.
- The AMC will establish a specific emergency response SLA, including response times specific to the risk level of the facility.
- Battery backup systems will be part of the maintenance scope provided by the AMC; they will not be treated as separate items.
One of the biggest underestimates among businesses in the UAE is the area of compliance. A camera that was installed two years ago, but has had no maintenance contract since installation, is no longer compliant and will be treated as a liability, something that will be discovered at an inspection or, worse yet, during a legitimate incident where the camera fails to provide video.
