If you’ve ever put out a tender for a new office fit-out or building project in the UAE, you’ve probably run into this exact confusion: do you hire a structured cabling contractor, or do you just call your regular IT company and let them sort it out? On paper it sounds like a small distinction.

In practice, we see projects get delayed by weeks because the wrong type of provider was brought in at the wrong stage, or because everyone assumed someone else was handling the cabling. We deal with this question often enough that it’s worth laying out plainly what each of these providers actually does, where the line between them sits, and why, more often than not, the smartest move for a UAE project is to have one company handle both.

What Does a Structured Cabling Contractor Do?

A structured cabling contractor deals with the physical layer, the actual wires, pathways, and hardware that everything else in your building runs on. This is the unglamorous, behind-the-walls work that nobody notices when it’s done right and everybody notices the moment it isn’t.

  • Cat6A and Cat6 copper cabling for data and voice
  • Fibre optic backbone cabling between floors, buildings, or data closets
  • Cable trays, conduits, and containment systems that keep everything organised and protected
  • Patch panels, racks, and termination points
  • Testing and certification of every single run, usually against Cat6A/Fluke test standards, to confirm the cabling actually performs the way it’s supposed to before anyone signs off on it

What Does an IT Company Do?

An IT company, on the other hand, generally sits a layer above the physical wiring. This is the logical side of things, the part that runs on top of the cabling once it’s in place.

That usually includes:

  • Network configuration and management, switches, routers, VLANs, firewalls
  • Servers, storage, and virtualization
  • Cloud services, email, backups, hosted applications
  • Helpdesk and IT support for day-to-day user issues
  • Cybersecurity, monitoring, patching, endpoint protection

Some IT companies will happily tell you they can “handle the cabling too.” Sometimes that’s true. Often, though, it means subcontracting the work out to a cabling crew they don’t directly manage, which brings us to the next point.

When You Need Both (and Why a Single Provider Saves Cost)?

Here’s where things tend to go sideways on UAE projects: cabling gets awarded to one contractor, IT and network setup goes to a completely separate company, and CCTV or access control goes to a third. Everything looks fine on the tender documents. Then something doesn’t work, say, a camera keeps dropping offline, and the cabling contractor says it’s a network configuration issue, the IT company says it’s a cabling fault, and the client is stuck in the middle paying for a site visit just to find out whose problem it actually is.

We’ve walked into more than a few of these situations, and it’s rarely anyone being dishonest; it’s just genuinely hard to diagnose a fault when three different companies each only own one piece of the puzzle.

Using a single provider who handles both structured cabling and the wider IT/ELV setup removes that blame-shifting entirely. On top of that, larger developments also need to align with local UAE construction and fit-out regulations, which can vary slightly depending on the emirate and the developer’s own technical requirements (Dubai South, DMCC, and free zone authorities, for example, often have their own submission processes for MEP and ELV drawings).

And if the cabling is feeding a security system, CCTV, access control, intercoms, it also needs to support SIRA-compliant infrastructure. This matters more than people realise: a camera can be a perfectly good, SIRA-approved model, but if the cabling behind it isn’t sized or terminated correctly, the system as a whole can still fall short of what SIRA expects during an audit.
